What Panama City systems are dealing with
The 2019–2021 install cohort. Panama City took the worst of Hurricane Michael and rebuilt fast. A huge share of the housing stock got new HVAC in a three-year window under severe contractor shortage. Those systems are now at the age where evaporator coils, capacitors and contactors start to fail — and where the shortcuts taken during the rush start to show up as airflow complaints and short-cycling.
Mixed housing stock, mixed problems. The older St. Andrews and Millville homes often have retrofitted ductwork in tight crawlspaces. Newer Hiland Park and northern builds are tighter, which shifts the problem from leakage to humidity and ventilation.
Attic air handlers almost everywhere. Which makes the condensate drain and the float switch the difference between a $180 service call and a ceiling repair.

Inside the city limits, permits go through the City of Panama City Building Department. Just outside them, it is Bay County Builders’ Services on West 11th Street. The line is not always where people assume, and pulling from the wrong office means starting over. We check the parcel before we file.
Response time
From 32405 we reach most Panama City addresses in ten to twenty minutes. Call before 2pm on a weekday and same-day is realistic; call early and it is likely same-morning.
